We had the same problem with downloading the CFG file. On the ShoreTel server you need to make sure IIS is set to accept annoymous connections. The ShoreTel KB has an article on the setup.

          Phones configuration download failed
Issue: IP Phones are failing to download configuration files

Scenario: New installation and the initial setup of the IP Phones will not function. The phones are failing to download the configuration files from the Server.

Resolution: Verify within IIS that the FTP site has enabled "Allow Anonymous Connection" within the "Security Accounts" and at minimum that "Read" is enable in the Home Directory.

How to navigate to these settings, from your HQ Server:

Start > Admin Tools > Internet Information Services (IIS) Manager >

expand the server information by clicking on the + next to your server name
expand the "FTP Sites" folder by clicking on the +

Right click on the "Default FTP Site" icon and select "Properties"

Select the "Security Accounts" tab and verify that "Allow Anonymous Connections" is allowed

Next, select the "Home Directory" tab and make certain that the "FTP Site Directory" has at minimum the "READ" option enabled

one way of ruling out IIS just ftp to the director via a pc and get the same file if you are successful with the anonymous user account this helps rule out IIS as the fault.

Make sure you have a config switch assigned in the director. you should not have to manually assign the MGCP address. The IP maps and the config switch will take care of who will be designated the MGCP switch for the Phones.
