At a site, Music on hold works fine, but when they park the call, there is no music on hold. Is this by design? I seem to remember it working at other clients.

No, you have it all wrong and I can prove it.
Take a call (any version) and put the call on hold. You will hear music.
Take the call and hit the park button but don't select a destination. The caller will hear music...UNTIL THE DESTINTION PARK IS SELECTED!.
Shoretel does not support music on "parked" calls once the destination is selected.
Try it and you will see.

LostagaininColorado is right, the call is technically on hold until the park destination is selected, at which point it becomes parked, and there is no music on any version that I have tested (8.1, 9.0, 9.1). I have put in an enhancement request to ShoreTel and never heard back (it went to the same black hole that all enhancement requests seem to go to).

I just retested this on 14.21.4905.0 as follows and it does work exactly as expected. Could it be trunk type or multiple switches? I am testing on an analog trunk on a single 40/8 which is also the MoH source.
1. Dialed 330-335-xxxx on cell phone
2. Answered call on IP phone 111.
3. Placed call on hold and confirmed hold music.
4. Pressed Park and confirmed hold music.
5. Entered destination 110 (another IP phone) and pressed Park.
6. Confirmed hold music while parked.

Goodness knows I am no quantum physicist* but I have a strong feeling that ShoreTel and Virtualization will exist in the same universe before too long.
*Though ShoreTel SE's seem to know all about "spin"
