Static IP's Not Staying After Reboot

Hello all, wanted to see if anyone has seen this before. I have customer with ShoreTel 7.5 and about 80 phones. If the ShoreTel server & Switches are rebooted, a small amount of phones come up using DHCP even though they had static IP's before. The rest of the phones remain on their static IP's.

I've seen the same situation before. We just wound up replacing the phones.
