HQ site Paging Problem

We are running ST-7 , a new installation at 3 sites. Each site is connected via t-1 , our admission control is set to 1544 for each site. We use paging groups to page through the phones. Each page group consists of phones that are inter-site. Our HQ site is having issues with paging. The page groups at other sites work fine but the page group at HQ will not work. I have reduced the page group down to a single phone and I still get the same result..When the page group is dialed, the phones light up green and the speaker does open but you get a sound like wha wha wha wha wha wha...

Anyone seen this before?

Change your intrasite codec to G711 and try again.

It took me forever to figure it out as well. I swear I pulled my hair out more then once... The answer is not in any book, or knowledgebase article.
