You need Shoretel 7.0 or newer as it introduced compatability with Windows Vista.

ShoreTel Client for Windows Vista

Windows Vista is supported on ShoreTel 7 Build 12.5.2836.0 and higher.

This is only for the 32 bit version of Vista, not the 64

You can use the version 7 PCM client even if you use version 6.1 on your Director and blades.
Our company is currently using PCM v7 12.5.8901.0 against ShoreTel 6.1 and it works just fine, with Vista (32-bit) and Outlook 2007.
