I have set up PCM to find me at my cell phone. A) It rings the cell phone. B) It does not send out the calling party CID and C) It disconnects when I dial 1 to connect.

Where did I go wrong?
Make sure you have send incoming caller id checked under your find me settings (either in Director or PCM).
The disconnect occurs because your voice mail notification user group does not have a class of service permission to allow trunk to trunk transfers.
I've also seen the need to increase the number of rings from the default of 3 upwards to 5 to give the call time to connect depending on cell provider.
Glad you found someone Vance. Good luck!
If you are still having problems with the Outbound Caller ID make sure your carrier will allow you to manipulate the Caller ID outside of your DID range. Some carriers will only allow you to send a number that you own as the Caller ID.
You can test this by changing the Caller ID of a user to a number you don't own. From the phone of that user call your mobile phone and see what digits are passed.
I had the same problem and got on here to post a message asking about it when I found this one. Giving the COS of the Voice Mail notification group the permission to do trunk to trunk transfer is the solution to this problem.
Also, for future reference for anyone looking for an answer to this:
In my situation find me still worked when calling an internal extension from another extension. That is what lead me to believe that it is the trunk to trunk permission because when you're dialing from an extension to another extension and then it goes to find me, it seems to me that basically all you're doing is calling the external line that's supplied in the find me settings from the internal extension..
By the way, I'm new to the forums and new to the ShoreTel system.. I'm extremely impressed with how simple it was to set up this system and anything that I've needed help with I've found answers to on this board.. I look forward to possibly contributing and helping others out with their ShorTel questions in the future.
