911 fast busy

I have a new site with it's own T1, but for some reason from that site when you try to do a 911 call, it gives a fast busy. Anyone know why this might be? I have tried dialing 911, 9-911 also

Is it enabled in the trunk group settings?

Make sure that there is a check in the box "Use Parent As Proxy" at that site under "sites" in SD.

yes it is enabled in the trunk group, there is no check mark in the use parent as proxy, but none of our other sites have that checked either.

You dont usually want that checked, a 911 call could go out the parent site if that is checked. Not a good idea if the parent site is in a different area code.
