We did... you have to format the files exactly as they specific. There have also been some known issues with doing it by phone type. Set it up for an indvidiual phone by creating the file with the mac address (shoretel has instructions for doing this) and it should work.

Hi from Sydney, Australia guys.
We got the custom ringtones working last week. I just downloaded a random wav file (Chewbacca from Star Wars), opened it in Audacity and changed the file to 'Mono, 16000Hz'.
I then uploaded the text file into ftproot on the Shoretel server as well as the wave file.
My config file as per below:
