Is there anyway to set the speaker volume of a page in the boot file of the phones? I know when the page is transmitting, the user can turn the speaker volume up and down as desired. We would like to set the default to be at the maximum. Thanks!

Although I am not sure if your can do this and allow it to work for Paging, Worth a try though.
Here is the string to out in the custom.txt file
SpeakerLevels TxGain, RxGain1, RxGain2, RxGain3, RxGain4, RxGain5,RxGain6, RxGain7, RxGain8, RxGain9, RxGain10, Speaker DTMF Attenuation, Call Progress Attenuation
These are the default settings (As if you did not put them in the file) the RX gain is what your going to adjust. So effectively RxGain1 = Lowest while RxGain10 = Max. In your situation, your going to want to turn up I would guess RxGain1 - RxGain6 to start with and test. RxGain1 = 258 as default, set this to 774, RxGain2 to 1230 your actually tripling the value for testing. Find the best volume. This document is on line I think.
SpeakerLevels 4096,258,410,649,1029,1631,2584,4096,6492,10289,16 306,13,13
This is the list of Phones and there custom file name
