Call Manager - Voicemail shows only after reboot

We're having an issue that started with a single user but is spreading. The users are not getting Outlook email when someone leaves a voicemail unless the "Deliver Message as Email:" setting in Shoretel Director is set to "Email Text Only" or "Attach WAV File." But even then, the email is only the email that would normally be delivered when those settings are enabled. The voicemail that they can click on and listen to via Outlook does not appear. The voicemail also does not show up in their Call Manager. However, once they reboot, the voicemail shows up in Outlook and in Call Manager; but no subsequent voicemails show in either one until they reboot again.
I hope that description of the problem was as clear as mud.
