One other item to check if your TAPI isn't handshaking (and I dont think anyone has mentioned this in the thread yet):

I also run call manager on Win7 x64 without any issues (v9.2 build 14.21.4905) The issue I had with the TAPI wasn't really an issue with the ShoreTel load per say, but rather that the default setting for the TELEPHONY service in Windows 7 was set to MANUAL so the service never starts. So when call manager loads it doesn't load properly. Before even going through all the TAPI repairs etc, its worth a minute to take a moment and go to your ADMIN / SERVICES and check the TELEPHONY service. If it's set to MANUAL I'd recommend uninstalling your call manager, changing the service to AUTOMATIC, rebooting the machine, then re-installing call manager.

I've run in to this three times already not counting my personal machine and it's exactly what was needed to get PCM working properly.....

I was told by my partner support that Windows 7 is not supported below Shoretel PCM 9.1. Shoretel has received many request to build in support for Windows 7 in prior releases, but no news yet.

yes, "technically" Windows 7 support is not "officially" supported by ShoreTel in any release right now. So even though its acknowledged that it's working, they haven't gone on the record yet. I THINK its going to be official in v10.2 - but dont quote me on that....
